Tweak won't even let our other tiel groom him and Quackers isn't much for mutual grooming in the best of times. From everything I've read it seems that this is them grooming you. It means they like you a lot and feel comfortable preening you. It's a bonding thing. Everything that I've read says that you shouldn't discourage it as the bird could see it as a sign of rejection.
